The statue was based off Joe Rosenthal’s iconic photo, Raising the Flag Over Iwo Jima, which we can assume just depicted twelve hands. Legend has it that the Marine Corps War Memorial, commonly referred to as the Iwo Jima Memorial, shows 13 hands. The extra hand is meant to symbolize the hand of God.
